when i download litestep, i open the zip folder and it doesnt have step.rc, so i cant install litestep at all

that means that you installed a raw build which would not come with a step.rc. download omar's installer and then upgrade to RC3 as it says in the comments for that download.

Im having the same problem, do I install Omar's LS then upgrade to the RC3 or place Omar's installer in the same folder as the RC3 installer then run it. Im comfused.

you can't find info about step.rc unless you download that 3rd party installer.. like unix

You'll need to install using omar's installer, the update your core to the latest build.

If you're used to linux, consider the core as linux's kernel. You won't do much with it, you'll have to get a whole distro (omar's installer).
