!Amp_Power only seems to turn off my winamp, not turn on :(

it definitely works, your problem must be config related.
most likely your config is at fault.
check for a WinampPath (or similar) var in the docs for whatever module you're using.
I have the same problem when I try a bang command. the evar confic is definitely correct. I dont know where else to look :(
Not the evar, the config of the remote module (geekamp, dynamp, or whatever you're using) needs to know where it can run winamp from. Check the appropriate doc for winampPath or somesuch setting, and set it to $AudioPlayer$ (or something else if you like).
yes...you need to add WinAmpPath $AudioPlayer$ to your evars.rc. Then it will work fine.
