Is it possible to create some kind of custom menu for the center-mouse button with shortcuts within the Austerity theme.

So that you could click with the center-mouse button anywhere on the screen to bring up a custom menu with your own shortcuts

yes. your desktop module and popup module. together. just like a normal popup. just assigned to your middle mouse button instead of your right button.
