If you're familiar with linux you probably know about these - lots of window managers have them. Basically, if you hold down Alt and drag on a window with the left mouse button, it moves the window. And if you hold alt and drag with the middle button, it resizes it. That way you can move and resize windows from anywhere on them instead of having to hit the very small target of the taskbar. Very nice when your mouse is at the bottom of a window, or if you need to throw the mouse across the screen to a window.

I haven't found a window manager that does this is windows, however, so I'm wondering if someone thinks it's possible to do a litestep module?

There's some litestep module that does it but its name escapes me. Alternatively there is Nuonsoft's ShellEnhancer, which can do this in addition to other things such as per-app alpha/colorkeying.
