Look at mplayer/mencoder (google), the windows port of the linux media player. It works great (also the encoder if you like to make a VCR-function), is very powerful and fully command-line driven, so you can implement it in your theme. License is GNU. I recommend alias.dll, because the command lines may get lengthy.
