Ok I never want my themes to load a wallpaper, ever. I have installed the theme by unclicking the two boxes that pertain to wallpapers but the wallpaper still manages to load. How can I forbid themes to load wallpaper.

Open the Theme Installer (Popup->Litestep->Change theme->Install Theme) and click on "Settings"... you should be able to disable them in there, but maybe that's what you mean the "two boxes that pertain to wallpapers". Note that this won't stop themes using a wallpaper module, you'll have to disable those in theme.rc.

Yeah that is what i ment. I even went into the theme.rc and disabled the wallpaper module but then when i load the theme i get a whole bunch of errors. While in the theme.rc file i disabled every line that refered back to the module, still the same errors. The errors were bash command errors that refered to not having a wallpaper path defined. Did I miss something in another config file?
