i would like to have a webpage as my wallpaper on the desktop, something like active desktop under windows. Is there a module for that, or some other way of doing it?

nope...no way of doing that. you could fake the effect by using text shortcuts on the desktop background if you wanted though.

or disable the desktop of litestep and run it ontop of explorer

I know this has been discussed before, but is anyone interested in creating a module for an active desktop style enviroment?
