nlm isn't downloading it correctly from it's default download site. you need to do a *NetLoadModuleSite URL in your step.rc. shellfront.org is the only site included by default, you can try adding http://www.loose-screws.com, but I'm not sure what the full path would be for it.

or you can just download it manually and put it in $LiteStepDir$modules - clikie

Actually you would have already had it in your modulesdir as it comes with the distro. The problem is the other themes (not Ferix or Saphardana) are trying to load hotkey from their theme.rc. Thats not neccesary as the distro loads hotkey by default. Themers should not load hotkey from their theme.

and this is a very important thing!! so themers, don't load hotkey or jkey in ur theme!

Hotkey is in the build.
Not in the $ModulesDir$

actually the installer calls for *NetLoadModule jkey-0.70 in personal.rc.
if you prefer hotkey.dll, just change that line to call for hotkey-2.0 - then NetLoadModule will download this latest version and store it in your $ModulesDir$
and yes - themers should leave that *NetLoadModule line out of their theme.rc
