Is it possible to have the tasbar resize depending upon the number of tasks or would it not be possible without a refresh every time?

with taskbar3, use:
TaskbarOnAdd ...
TaskbarOnDel ...

same as
SystrayOnAdd ...
SystrayOnDel ...

the HTML docs of taskbar3 v0.305 exclude

TaskbarOnAdd
TaskbarOnDel

(among other settings) so use !TaskbarGrow and !TaskbarShrink with those or manage the size yourself using mzscript.
