I am totally new to this. In fact im not sure what it is all about but I want to replace the standard shell of windows 2000 on my girlfriends pc I have build her to someting that is cool (for a girl). Anyway, I'm not sure if I can build my own or have to download one and how to change it etc... Any help/advice welcome.

You can make your own themes or change someone elses. Which ever you prefer.
