what command do i use to make a lable box not on top, this is what is in the step.rc

If you're referring to the special lsbox version of label - it's outdated and should be replaced by label 1.98/1.99.

What do you mean with "label box"? Do you want the box that contains the label to be ontop of the label inside the box to be ontop? !Hooked modules can't be "alwaysontop" so the latter won't work.
