Currently I am running NextStart and really am not that happy with it, but it's the only shell i've been able to find that does what I really want.
I'd like to see if there is a chance that I can use litestep to emulate what i have right now: http://home.attbi.com/~mykie/desktop.jpg where the task icons are in the upper left corner and the systray icons floating in the upper left hand corner.

Obviously, an application menu when i click on the desktop shouldn't be hard to make, it's just the other items that i'm worried about. Thanks!

Actually, I got over my tweak-a-phobia, and it turns out I have a sleeker faster ls theme now, without the need for evil NextStart!
